Heat a pot and coat with oil. Add onion and sauté over medium heat for about 3 minutes or until transparent. Add tomato and sauté for 2 to 3 more minutes. Add milk, salt, pepper, and garlic and cook while stirring for another minute. Allow to cool briefly and then add panir and transfer to a blender and blend until smooth. Chill and serve with parsley garnish.
